EU en Agenda 21: dictatuur van wereldverbeteraars

Bij toeval liep ik vanochtend tegen een recent rapport aan de van Commissie 'A Decent Life for All' en ben dat eens gaan lezen. Het gaat over wat bekend staat als Agenda 21, een programma voor 'duurzame' ontwikkeling van de Verenigde Naties, en de rol die de Europese Unie daarbij zou moeten vervullen. Zelden eerder in mijn leven heb ik een fraaier staaltje 'wereldverbeter denken' gelezen. Het is exemplarisch voor de dwingende manier van denken en handelen van de EC, het uitvoerend orgaan van de EU. Lees mee en huiver.

De verantwoordelijke eurocommisaris is de Sloveen Janez Potocnik, die de portefeuille 'Environment' onder zijn hoede heeft. Hij zegt zelf over zijn taak als commissaris:

"This means my job is to deal with things like waste, pollution and air and water quality, as well as really complex issues such as biodiversity or the ways in which we can make our European economy more environmentally friendly, or 'greener'."

Onder zijn verantwoordelijkheid bracht de Commissie op 27 februari jongstleden dat genoemde, dertig pagina's tellende rapport uit met als ondertitel 'Ending poverty and giving the world a sustainable future'. Mooi toch, hoor ik u denken? Maar schijn bedriegt, want wie verder gaat lezen ontdekt een agenda waar de haren van overeind gaan staan, bij mij althans. Het rapport stelt dat 'it will take on itself the “lead role” in global environmental governance through “a unified policy framework towards global governance'. Verder:

"The world has undergone enormous change over recent years, including major shifts in the global economic and political balance, increased global trade, climate change and depletion of natural resources, technological change, economic and financial crises, increased consumption and price volatility of food and energy consumption, population changes and migration, violence and armed conflict and natural and man-made disasters, and increased inequalities. The EU needs to engage fully in the forthcoming international processes with coherent and coordinated inputs at the UN and in other relevant fora. In this respect, the adoption of this Communication should be followed by a debate with Council and Parliament during the spring of 2013 for the development of a common EU approach for the next stages of the ongoing processes. To be achievable, the overarching framework should be accompanied by an effort to ensure that all resources are mobilised and harnessed effectively, alongside a commitment by all countries to pursue a comprehensive approach to these resources and coherent and appropriate policies."
